Description: On April 16, 2015 and April 17, 2015, Plaintiff was inside a stairwell when Officers Levine and Obson approached and questioned him regarding a plastic cup in te stairwell a floor above that had multiple bags of crack cocaine inside. The Officer's alleged that Plaintiff was in possession of the bags of crack cocaine and arrested him by handcuffing his arms tightly behind his back. On April 17, 2015, Plaintiff was transported to a police precinct and subject to an invasive strip search and physically assaulted by Officer Cesar and other unnamed Officers, wherein Plaintiff was denied medical treatment.
