Description: On July 29, 2018, in the Bronx, a team of officers including Defendants, NYPD Officers CAPTAIN EMILIO MELENDEZ, SUPERVISOR DOE and OFFICERS DOE verbally harassed Plaintiffs JONATHAN RODRIGUEZ and WILLY ALMANZAR LOPEZ , calling them criminals, demanding that they leave the area, threatening them with arrest or physical harm, as they stood around a memorial erected in honor of the Plaintiff's deceased friend.
