Description: On May 27, 2012, plaintiff, who was using drugs, entered a Clock Tower, ignoring questions from the building's concierge. A plainclothes officer grabbed the plaintiff without announcing that he was an officer. The plaintiff broke free, but was then confronted by a group of around eight officers who grabbed the plaintiff, punched his face, chest, and back, and hit him in the back of the head with an unknown object. The group of officers included Lieutenant Edward Bullock, Sergeant Raymond Fiallo, PO Shawn Kelly, now-retired Captain Richard Jackle, now-retired PO Thomas Miller, Sergeant Janice Hernson, PO Ayne Allen, now-retired PO Nelson Valez, and PO Bravo.
