Description: On September 22, 2015, Plaintiff received a call from Police Officer Essig stating that Superintendent Joyce Stallings-Harte filed a report claiming Plaintiff had threatened her via email and that Plaintiff would be arrested if he did not turn himself in. On September 17, 2014, Plaintiff had participated in a protest against the firing of a public school principal outside of the school. On September 22, 2014, Superintendent Joyce Stallings-Harte had filed a false report with the Office of Special Investigations (OSI) claiming Plaintiff abused DOE time and harassed the Superintendent during the demonstration.
