Description: On July 3, 2019, Plaintiff was a lawful passenger in a motor vehicle traveling in Staten Island when the defendant police officers, including RYAN CACKOWSKI, BRIAN DEGEN, FLORIN KUKA, JACK DAGNESE and other unknown police officers, unlawfully stopped the motor vehicle and falsely arrested Plaintiff without reasonable suspicion or probable cause. He was unlawfully searched and handcuffed.
Then was transported by the defendant police officers to the 121st precinct against his will, where he was unlawfully photographed, searched, fingerprinted and moved to Central Booking.

Description: On or about July 3rd, 2019, Plaintiff was lawfully present as a passenger in a motor vehicle when it was stopped by PO Ryan Cackowski, PO Brian Degen, SGT Florin Kuka, PO Jack Dagnese and PO "John Doe" of the NYPD. Plaintiff was ordered to step out of the vehicle and the vehicle and his person were searched. PO's recovered no drugs, paraphernalia, contraband or evidence of a crime in the vehicle or on Plaintiff's person. Nevertheless, Plaintiff was handcuffed and taken into NYPD custody.
