Description: On November 21, 2015 at approximately 11:00 p.m. Plaintiff was attending a family gathering when a friend called him from outside for assistance paying a cab. As Plaintiff and his friend were discussing the fare with the cab drive, POs John Zorrilla and Laguna suddenly pulled alongside the cab and belligerently yelled at the driver to move the cab. Plaintiff, his friend, and a family member attempted to explain the delay but PO Zorrilla called the family member "a fucking African." When Plaintiff protested PO Zorrilla's language PO Zorilla maced Plaintiff without warning, causing pain, burning, and a scratched cornea. Plaintiff left to go to a bodega to flush his eyes and PO Zorrilla never filed a complaint ind...
