Description: On January 27, 2014, NYPD Defendants P.O. Vicviggers and an unnamed officer (John Doe #1) stopped, ID'd, questioned and issued a jay-walking ticket to the Plaintiff. The Plaintiff was not jay-walking. The following day (January 28, 2014), the Plaintiff was in a car accident while driving his son to school, he called an ambulance and police and was transported to hosptial. At the hospital, NYPD Defendants P.O. Diodonet and an unnamed officer (John Doe #2) arrested and placed excessively tight handcuffs on the Plaintiff while he was on a gurney.
