Description: On February 22, 2019, Plaintiff was stabbed in his right leg and limped home and into his apartment building. Video surveillance footage clearly shows Plaintiff walking with a limp and into his home. On the same day, a few hours later after Plaintiff returned home, a 15-year-old was shot and killed. Video surveillance footage of the murder clearly shows two suspects running away, physically unimpeded. Plaintiff was home at the time of the shooting and video surveillance footage reflects that he did not leave his home.
