Description: On August 4, 2012, Plaintiff Qudirro Sulph drove a friend to Brooklyn in his mother’s 1999 Dodge Caravan, in which he rear-ended the car of an MTA employee at the intersection of Dekalb/Irving Avenues, but left no damage. Police Officers Rahul Sahni and Kimberley Huacon then unlawfully seized, searched, frisked, and arrested Plaintiff and his passenger, charging them with four counts of criminal possession of a controlled substance found in the car. Defendants Huacon and Sahni based their seizure of Plaintiff’s person on a falsely alleged failure to produce a driver’s license and registration for the 1999 Caravan vehicle.
