Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Case # 07CV07099, U.S. District Court - Southern District NY
Settlement
Order of Discontinuance, Complaint
Description: On December 5th, 2006, the plaintiff was in front of 1523 Taylor Avenue, the Bronx, when he was arrested. The arresting officers claimed that Cardonia acted in concert with another person in order to commit the offenses of criminal sale of a controlled substance, and he was booked and charged. While the plaintiff was at his daughter's school, officers arrested him. He was incarcerated until his arraignment, and released on his own recognizance. He appeared in Bronx Supreme Court on December 11, 2006. It was during this time that the charges against him were dismissed because of a lack of evidence.
