Description: On April 19, 2018, at approximately 2:30 pm, in the vicinity of 70-30 Austin Street, Queens, NYPD officers stopped Mr. Babadaglian. Mr. Babadaglian was operating a motor vehicle then and was trying to maneuver around a double-parked car when Officers Bleck, Rivas, and John Doe #1 drove towards him – Mr. Babadaglian gestured out his window, indicating that he was trying to pass the double-parked vehicle but Officer Rivas, who was in the driver’s seat, rolled down his window and confronted Mr. Babadaglian, asking him what his problem was.
