Description: On Dec. 4, 2012, plaintiff had a gun pointed at him by and was hit by an unmarked police car by Officer Hirsh. He then ran, when Officer Morales stopped him. He was then told they wanted to question him about a man named Fostor and that plaintiff would not be arrested if plaintiff bought PCP from Fostor. When he said no, plaintiff was told he would be taken to Riker Island for not cooperating. Officers then fabricated false charges against plaintiff, who is not in prison.
