Description: On December 7th, 2008, the Plaintiff, then employed as Police Officer with NYPD, responded to a 911 job and along with his colleague Franklin Mata assisted defendant Chow in her apartment. Chow appeared to be tipsy, and she showed sexual interest in Plaintiff. There was no sexual contact between Plaintiff and defendant. On the same day, after the Plaintiff Moreno and his colleague Mata left her apartment, defendant Chow called the NYPD Internal Affairs Bureau to report her encounter with the Plaintiff. Description: On December 7, 2008, Plaintiff and former NYPD Officer Kenneth Moreno helped an intoxicated Katherine Chow into her apartment, where she expressed sexual interest in Plaintiff. On December 2, 2009, Chow maliciously filed a frivolous lawsuit alleging Plaintiff raped and sexually assaulted Chow. During the trial, District Attorney Cyrus Vance and District Attorney Staff Lisa Friel, Coleen Balbert, and Edward Taachi violated Plaintiff's constitutional rights by failing to turn over relevant materials.
