Complaint
Description: Standing outside the turnstile area of the 161st Street train station, Plaintiff was preaching about repentance from sin, and not engaging in any, physically or verbally, harmful or threatening activity. Defendant Officers ordered Plaintiff to leave the station. After Plaintiff's refusal, Defendant Officers handcuffed Plaintiff, categorized him as an EDP, and transported him to Lincoln Hospital. Plaintiff was discharged from the hospital on the morning of the following day and not charged with any criminal offense.
