Description: On April 26, 2016, at approximately 4:00 p.m., Demetrius Burke was working as a security guard for a private firm at the Human Resource Administration office located at 109 East 16th Street in Manhattan. While in the building lobby, an unidentified individual being pursued by plainclothes NYPD officers placed currency in Mr. Burke’s pocket without his consent or knowledge. Despite protests from Mr. Burke, his account manager, and HRA officers that Mr. Burke had done nothing wrong, officers Michael Pena, Richard Melees, Sergeant Shannon Brooks, and Undercover Officer 303 arrested Mr. Burke, alleging he was involved in criminal activity.
