Description: On or about May 31, 2023, at approximately 3PM, the plaintiff, Anthony Carter, was lawfully present in the vicinity of Broad Street and Tompkins Avenue, Staten Island, New York, when he was unlawfully stopped, questioned, searched, battered and assaulted, and arrested by the defendants. The defendants approached the plaintiff and accused him of criminal acts before seizing his person with their hands, and aggressively grabbing the plaintiff's body, without probable cause or warrant.
