Summary

Sgt. Wingate reports that on September 29th, 2001 [redacted] acknowledged that he was attempting to flee police pursuit when he ran into the backyard of 32-10 102nd Street in Queens. At this time, [redacted] stated that PO Downes "dragged along the ground" such that his face received injuries.
