[redacted] claimed that Officer Brian Davis and Detective James Finnigan came to the apartment building in response to a 911 call that a neighbor made on his behalf after a struggle with a tenant, [redacted]. According to [redacted], although he informed the officers that he was injured in the struggle, an ambulance was ordered for [redacted] instead, and Detective Finnigan and Officer Davis prohibited [redacted] from seeking medical treatment (Allegations A and B). Despite Officer Davis' order to not speak with the Emergency Medical Technicians, [redacted] decided to approach the ambulance anyway.
