Summary

On December 2, 2004 at approximately 9:30am, [redacted] was riding his bicycle along Broadway in Brooklyn on his way to the Social Security office. [redacted] asked him what he could be arrested for, and the officer said, "Because I can do that." [redacted] didn't say anything. PO Shannon's partner got back in the car and began writing up a ticket for [redacted] [redacted] told PO Shannon that he needed to make a phone call, and again walked away towards the phone booth. Both officers got out of the car and came towards [redacted] The officers later told him they were calling him back to the car, but he didn't hear them.
