Description: On August 10, 2019, Plaintiff was lawfully outside his friend's liquor store standing next to his girlfriend's car. The car was legally parked and turned off, but Plaintiff was playing music from the car stereo. Officers approached Plaintiff and asked him to turn the music down which Plaintiff did. Officers asked for Plaintiff's registration and Plaintiff reached into the car to get his brother's NYPD "mini-shield." As Plaintiff reached in the car officers started yelling and one pointed pepper spray at Plaintiff. Officers then handcuffed Plaintiff without cause, searched him, and transported him to the precinct. Officers falsely charged Plaintiff with aggravated unlicensed operator of a motor vehicle.
