On March 19, 2005, at the intersection of Jamaica Avenue and 165th Street, [redacted] and [redacted] refused to step out of the street despite being directed to do so by the 103rd Precinct's Officers Michael Merrill and Christopher Ronca, who were patrolling the area in a police van. The officers exited the van and a conflict broke out between the four parties and soon evolved into a melee because other civilians interfered. During the conflict, Officer Ronca used physical force to arrest [redacted] (Allegation A[redacted] [redacted] resisted and Officer Merrill used physical force against him as well (Allegation B[redacted] D.
