Summary

On June 30, 2005, at approximately 11:59pm, [redacted] was stopped by Sgt. Joseph Walas, PO James Murphy, PO Robert Martinez, and PO Terrence Cane, who are currently assigned to the 63rd Precinct. [Allegation A] Upon approach, PO Murphy and PO Martinez told [redacted] that he was bicycling on the wrong side of the road and asked for his identification. [redacted] did not have his identification card with him. [redacted] stated that PO Cane immediately searched him. [Allegation B] After arguing with PO Murphy for a short while, [redacted] alleged that PO Murphy punched him in the face, "sweeped" his legs from under him, causing him to fall to the ground, and hit his head against the ground three times. [Allegation C] [redacted] alleged that PO Martinez assisted PO Murphy in bringing him down to the ground.
