Summary

At approximately 4am on March 5, 2006, [redacted] had temporarily parked his for-hire Lincoln Town Car near the intersection of 27th Street and 10th Avenue and exited to find his fare, [redacted] and her sister, [redacted] Upon returning to his vehicle, he observed Officer Vincent Candela at the vehicle, preparing to issue him a double-parking summons (Allegation A). [redacted] engaged Officer Candela in an argument, which led to his arrest where Officer Candela and his partner, Officer Walter Butler, roughly man-handled him as they handcuffed him (Allegation B and C). [redacted] enraged [redacted] arrest who then began to argue with Officers Candela and Butler, which then led to her subsequent arrest. During the course of her arrest, [redacted] was thrown to the ground and held there with her face ground into the pavement until she was handcuffed by Officers Candela and Butler and Lieutenant Theodore Lauterborn, who had arrived as back-up (Allegations D-F). [redacted] was placed into a patrol car and soon afterwards kicked out the rear window of the vehicle. Several unidentified officers pulled her from the vehicle and held her to the ground in the middle of the window's broken glass (Allegation G). [redacted] exited from one of the nearby bars and observed [redacted] lying on the ground with blood and cuts on her legs. [redacted] approached [redacted] and the officers to see if he could provide assistance [redacted] One of the officers pushed [redacted] to the ground, where several unidentified officers proceeded to punch and kick him (Allegation H). The ambulance arrived and took [redacted] to [redacted] and [redacted] to [redacted] were arrested and processed at the 10th Precinct. [redacted] lost his job due to his arrest.
