Summary

At approximately 7:14 p.m. on September 1, 2006 [redacted] had a loud verbal argument with her cousin, [redacted] in Macombs Road Park in the Bronx. PO Karlise Herndon and PO Jose Rodriguez asked [redacted] about the argument and informed them that if they continued to argue they would have to leave the park. [redacted] did not cooperate with the instructions that the officers issued. PO Herndon attempted to place her under arrest and grabbed [redacted] arm (Allegation A). [redacted] resisted arrest. PO Rodriguez allegedly assisted by placing his arm around [redacted] neck and pulled her backward (Allegation B). PO Herndon pulled on [redacted] arm to pull her off the bench (Allegation A). Either PO Herndon or PO Rodriguez handcuffed [redacted] PO Herndon threw [redacted] younger sister, [redacted] to the ground (Allegation C). An unidentified officer allegedly took [redacted] by her handcuffs and pushed her into a fence (Allegation D).
At an unknown time on September 1, 2006 [redacted] went to [redacted] at [redacted] in the Bronx.
