On September 16, 2006, [redacted] was a passenger in a pick-up truck driven by his friend [redacted]. The truck was pulled over on Amboy Road and Tysens Lane in Staten Island (Allegations A and B) by PO Joseph Metsopulos and Sgt. Richard Perullo. [redacted] and [redacted] were made to exit their vehicle. [redacted] was allegedly frisked by PO Metsopulos (Allegation C) and [redacted] was allegedly frisked and searched by Sgt. Perullo and PO Metsopulos (Allegations D, E, F, and G). Sgt. Joseph Memoly and PO Isaac Acevedo then arrived at the location. Sgt. Perullo searched the inside of the pick-up truck (Allegation H) while PO Acevedo frisked and searched [redacted] (Allegation I and J).
