Summary

On September 17, 2006, at approximately 9:00 PM, officers arrived at [redacted] in Brooklyn where [redacted] and [redacted] were standing. An officer, identified by this investigation as Officer Troy Luis, approached [redacted] and searched him (allegation A), allegedly threw [redacted] against a van (allegation B) and then arrested him and put him into a police van. Two officers, identified by this investigation as Officer Deonarinesingh and Officer Antonio Arroyo, transported [redacted] to the 69th Precinct stationhouse where he was released with summonses for [redacted]. [redacted] girlfriend, [redacted] came to the stationhouse when [redacted] was released. [redacted] told her that he did not want her to speak with the officers, and he yelled obscenities at the officers gathered outside the stationhouse. An officer, identified by this investigation as Sergeant Joanne Gonzalez, told [redacted] that if he did not stop yelling and leave then he would be arrested again, and Officer Arroyo allegedly said, "nigger, I don't have my uniform any more, we can take it to the street" (allegation C). [redacted] did not stop, and Officer Arroyo, Officer Deonarinesingh, Officer Luis, and other unidentified officers allegedly rushed him and began to punch him repeatedly (allegations B, D, E, and, F). [redacted] attempted to intervene, and she scratched Officer Arroyo before being arrested by an officer identified by this investigation as Officer Charlene Hernandez.
