Summary

On January 24, 2007, at approximately 12:15 a.m., [redacted] was driving in the vicinity of [redacted] and [redacted] without his car's headlights activated when Sgt. John Todaro authorized the PSA1 Anti-Crime team to stop his vehicle (Allegation A). Officers ordered [redacted] out of his car and asked for his ID, but he stated he did not have a driver's license with him. Officer Justin Farren allegedly frisked [redacted] at the back of his vehicle while two officers searched his vehicle (Allegations B and C). Then, Officer Farren swung a punch at [redacted] who ducked the punch and fled from the officers. Officer Farren, Officer Fadi Mansour, and Officer Erik Hirsch caught up with [redacted] at the back of [redacted]. Officer Hirsch and Officer Mansour allegedly kicked and punched him repeatedly all over his body while Officer Farren struck him repeatedly with an asp (Allegations D, E, and F). Once [redacted] was in handcuffs, other uniformed officers arrived on scene. [redacted] allegedly heard officers calling him "nigger," but he could not distinguish who was saying that to him (Allegation G). Officers then transported [redacted] to the station house. Sgt. Todaro allegedly authorized officers to strip-search [redacted] both in the general precinct area and inside a holding cell (Allegation H). Inside the holding cell area, Sgt. Todaro allegedly said to [redacted] "We run this shit" (Allegation I).
