Summary

On April 22, 2007, at approximately 12:00 AM, [redacted] went to a party hosted by [redacted] located in the vicinity of [redacted] and [redacted] in Brooklyn. Though there were approximately one hundred individuals who attended this party, [redacted] did not observe any suspicious activity occurring inside the bar.
At approximately 3:55 AM, [redacted] decided to exit the bar. [redacted] left the bar after having only two glasses of beer and was certain that he was not intoxicated. Upon exiting with several unidentified individuals, [redacted] observed four unidentified males laying face first on the ground and four unidentified plainclothes officers frisking them on the street. He did not observe the officers place their hands inside the males' pockets. [redacted] further stated that the four males were not handcuffed at the time. [redacted] silently began to walk toward his car, which was parked on [redacted]
A crowd began to form and approximately twenty other unidentified individuals proceeded to walk in the same direction as [redacted]. [redacted] walked for approximately five minutes, intermittently looking back at the incident, when he made eye contact with an unidentified plainclothes male officer, described as white or Hispanic, 5'7", 28 years old, 190 pounds, stocky, and with dark hair. This officer appeared to be running toward him. [redacted] stopped moving, placed his right arm in the air with his identification in hand, and said, "I live on your block." Immediately upon approach, the plainclothes officer pulled out his baton (described as small, brown, and wooden) and motioned it toward [redacted] right hand. [redacted] quickly raised his left arm for protection and was subsequently hit on the left wrist by the baton.
