Summary

On June 9, 2007, [redacted] went to The Golden Lounge, which is a bar located at 60-04 Fresh Pond Road in Queens. While at the bar, a fight broke out and [redacted] ran out of the bar. He ran for several blocks when he was stopped by PO Jeffrey Ziman of the 104th Precinct. PO Ziman told [redacted] not to move and asked for his license. PO Ziman allegedly grabbed [redacted]'s arm, twisted it behind his back, pushed [redacted] against a parked car and handcuffed him (Allegation A). [redacted] told PO Ziman that his aunt works for IAB. PO Ziman allegedly responded "I don't give a fuck about your aunt" (Allegation B). PO Ziman frisked [redacted] (Allegation C). During the frisk, PO Ziman allegedly squeezed [redacted]'s testicle (Allegation D). PO Ziman searched [redacted] (Allegation E). Additional officers from the 104th Precinct arrived at the scene with the victim, [redacted] who was [redacted] told the officers that [redacted] had accompanied the man who had thrown a barstool at her. PO Ziman removed [redacted]'s handcuffs. [redacted] told PO Ziman that he was going to call IAB and make a complaint against him. PO Jeremiah Winter, also from the 104th Precinct, told [redacted] "Fuck you, you can call whoever the fuck you want to call" (Allegation F).
