Summary

[redacted] stated that on December 18, 2008, at approximately 6:30 pm, [redacted] was walking in the vicinity of St. Nicholas Avenue and Willoughby Avenue in Brooklyn. An officer, identified through investigation as PO Michael Scoloveno of Gang Squad Brooklyn North, allegedly stopped [redacted] by twisting his left hand behind his back and slamming him against the vehicle (allegation A). PO Scoloveno then handcuffed [redacted] and placed him into the vehicle. As [redacted] was getting into the car, PO Scoloveno allegedly slammed the door twice on [redacted]'s ankle (Allegation B). PO Scoloveno allegedly told [redacted] "You people think you can run shit" and "I know what you little niggers do around here, carry guns and drugs" (allegation C).
