On March 20, 2010, at approximately 5:30 PM, PO Daniel Tirado and PO Frank Zappulla, both assigned to PSA4, approached [redacted] and [redacted] on the [redacted] of [redacted]. The officers handcuffed [redacted] and brought him outside, where several backing units interacted with a crowd of civilians. [redacted] and [redacted] were both arrested by PO Tirado for obstructing governmental administration and resisting arrest. [redacted] was also arrested, but was released with a summons for disorderly conduct. [redacted] was arrested by PO Daniel Silverio, assigned to the 9th Precinct, for disorderly conduct and resisting arrest.
