On August 10, 2011 at approximately 6:00 p.m. in the vicinity of Beverly Road and East 18th Street in Brooklyn, [redacted] and his brother, [redacted] along with their friend [redacted] and another unidentified individual, were stopped by officers for being parked in front of a fire hydrant.
