On November 22, 2013, at about 3:30 p.m., [redacted] rode his bicycle to Beach 9 Street and Seagirt Boulevard in Queens and stopped there to talk with a friend in front of a building. While conversing, two uniformed officers, identified via investigation as PO [redacted] and PO [redacted] from the 101st Precinct, approached him, told him there had been a 911 call about a man on a bicycle who had followed a young girl. The officers told Mr. [redacted] he was not the guy and left. About 30 minutes later, an unmarked gray Ford Focus stopped beside Mr. [redacted] and four uniformed officers approached him. These officers were identified via investigation as Sgt. [redacted], PO [redacted], PO Drew Solomon, and PO [redacted] from the 101st Precinct. Sgt. [redacted] allegedly asked Mr. [redacted] accusatory questions about having interacted with the young girl (Allegation A). Mr. [redacted] alleged that the additional officers used profanities toward him but Mr. [redacted] did not want to use profanities during his interview. He was also inconsistent about what he was told and could not assign specific curses to a particular officer. However, Mr. [redacted] alleged he was told he was an "asshole," an "ass wipe," a "lying bastard," a "fucking coward," a "fucking liar," and told, "I see your ass all the time," and, "You fucking ride around here all the time" (Allegation B).
