On February 28, 2014, at approximately 9:30 p.m., PO Kyle Stanley and PO Jay Rivera of the 75th Precinct stopped the vehicle in which [redacted] and [redacted] were occupants. During his interaction with officers, [redacted] stated that both officers asked the men to step out of the vehicle after they stated they smelt an odor of marijuana. Both officers then searched the inside of the vehicle for approximately forty-five minutes to an hour (Allegation A and B). [redacted] stated that both men were under arrest but the officers did not say why. [redacted] believed that it was because [redacted] was driving with an expired insurance. The men were then transported back to the 75th Precinct stationhouse. Upon arrival at the stationhouse, [redacted] was taken to the front desk. He alleged that PO Stanley grew angry when he mentioned the word "attorney" and proceeded to twist and re-tighten his handcuffs. PO Stanley then pushed him to the floor and punched and kicked him in the body (Allegations C and D).
