Summary

On April 27, 2014, at approximately 9:45 p.m., Det. Thomas Woods of Narcotics Borough Bronx (NBBX) stopped [redacted] and Det. Carlos Lozada of NBBX stopped [redacted] and an individual known as [redacted] at [redacted] in the Bronx, a Clean Halls building, while under the supervision of Sgt. Joseph Orecchio of NBBX (Allegations A, B, and C). Once all three civilians were outside the building in the alleyway, Det. Woods frisked [redacted] (Allegation D) and allegedly searched him (Allegation E). Det. Lozada frisked [redacted] (Allegation F) and allegedly searched him (Allegation G). Sgt. Joseph Orecchio of NBBX allegedly frisked and searched [redacted] (Allegations H and I). Det. Lozada, Sgt. Orecchio, and Det. Woods allegedly entered and searched [redacted] bedroom in [redacted] in the Bronx (Allegations J, K, and L). No Stop and Frisk reports were prepared (Allegation O) and [redacted] and [redacted] were released without being summonsed or arrested. [redacted]
On May 1, 2014, at approximately 3:30 p.m., Det. Lozada stopped [redacted] after he made an illegal U-turn on [redacted] in the Bronx. [redacted] was the front passenger in his car. Det. Lozada allegedly refused to provide his name when [redacted] requested it (Allegation M). An officer allegedly requested [redacted] identification and asked her if the address on it was hers (Allegation N).
