On August 3, 2014 at 7:30 p.m., [redacted] and [redacted] exited [redacted] in the Bronx, where [redacted] lives. PO Stephanie Madrid and PO Marcos Rodriguez stopped them because the officers reportedly observed them participate in a hand-to-hand drug exchange 15 minutes prior with [redacted] whom PO John Telesca had already arrested. PO Michael Carbone and Sgt. Annette Figueroa arrived and transported [redacted] and [redacted] to the 52nd Precinct Stationhouse. At the stationhouse, Sgt. Figueroa authorized officers to strip search [redacted] and [redacted] (Allegation A).
