Summary

On September 13, 2014, at approximately 8:15 a.m., [redacted] approached PO Angie Colon, PO Richard Barry, and PO Kenneth Douglas in the back parking lot of the 102nd Precinct stationhouse in Queens. [redacted] was at the 102nd Precinct stationhouse approximately five minutes earlier regarding a domestic violence complaint at which time she interacted briefly with PO Colon. As [redacted] was leaving the stationhouse, she suddenly recognized PO Colon from an incident thirteen years ago in which PO Colon was doing "bad things," and she returned to the stationhouse to obtain PO Colon's name and shield number. [redacted] approached the officers in the parking lot and asked for PO Colon's name, but PO Colon did not respond (Allegation A). [redacted] asked for a pen to write down PO Colon's name, and PO Barry gave her a pen. Allegedly, PO Colon, PO Douglas, and PO Barry handcuffed [redacted] as soon as she received the pen so that she could not document PO Colon's information (subsumed within Allegation A). [redacted] allegedly possessed a normal demeanor during the entire incident. PO Colon escorted [redacted] to the front desk of the 102nd Precinct stationhouse where she spoke with the desk officer, Sgt. Jonathan Peyer. At this time, PO Colon allegedly said to [redacted] "You're fucking India" (Allegation B). [redacted] then said, "I'm not fucking India." Sgt. John Dorst was in the vicinity of this conversation.
