On December 2, 2014, at approximately 11:30 a.m. [redacted] went to the 18th Precinct stationhouse to retrieve vouchered property from his November 17, 2014 arrest for peddling. While at the stationhouse, the desk officer, Lt. John McNeill allegedly said to [redacted] "You look at me when I talk to you boy." (Allegation A). The same officer then ordered other officers to escort [redacted] out of the stationhouse. While walking down the steps outside the stationhouse, a second unknown uniformed officer pushed [redacted] from behind (Allegation B) and said, "Get your ass out of here" (Allegation C).
