Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - The conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - The alleged conduct was investigated but could not determine both that the conduct occurred and that it broke the rules.

Case # 17CV05947, U.S. District Court - Southern District NY, September 22, 2017, ended February 26, 2018
$18,501 Settlement
Complaint
Description: On May 11, 2016, plaintiff was in Times Square accompanying his girlfriend and another woman while they engaged in a street performance. Three men subsequently passed by and began harassing the women. Defendant officers arrived at the scene and surrounded plaintiff. Defendant Juillet falsely informed the other defendants that plaintiff was a troublemaker and asked for his identification. Despite complying with the request, plaintiff was handcuffed with punitive tightness and arrested. Plaintiff was transported to the Midtown South precinct and released after 22 hours in custody. Defendants fabricated evidence to justify plaintiff's arrest. All charges brought against plaintiff were subsequently dismissed.
