Summary

At approximately 2:46 p.m. on December 13, 2014, several officers from the 23rd Precinct and PSA 5, responded to a report of an assault outside [redacted], in Manhattan. The Commanding Officer of the 23rd Precinct, Ins. Pagan, as well as Sgt. Dereon Willis, PO Michael Vega, and PO Brett Jackson, of PSA 5, were among the officers to respond to this call. Many of these officers approached [redacted] where the suspected perpetrator of this crime, [redacted] lived. After several minutes, [redacted] opened the door and exited into the hallway. Multiple other males of similar pedigree followed him out of the apartment. They were all handcuffed. Several officers, including Sgt. Willis, entered the apartment and handcuffed [redacted] s sister, [redacted] (Allegations A and B). Sgt. Willis then walked [redacted] into the hallway, where he allegedly removed his asp and poked her in the stomach five times (Allegation C). PO Jackson and other officers walked [redacted] and one other handcuffed male to the street and all but [redacted] were released. [redacted] made his body tense to prevent the officers from placing him inside the vehicle. PO Jackson, PO Vega, and Sgt. Willis, among other officers, overcame this resistance by pushing [redacted] by his arms, legs, and torso (Allegations D, E, and F).
