On April 29, 2015, at approximately 7:00 a.m., at [redacted] was sleeping in his bedroom with his girlfriend [redacted] in Staten Island, [redacted]. They were awakened by PO Raymond McCann of Manhattan Warrants knocking at the front door. [redacted] and [redacted] alleged the following: PO McCann threatened to break the door down if [redacted] did not answer the door (Allegation A). [redacted] and [redacted] heard two officers, identified as Det. Joe Green and Det. Thomas Carter of Manhattan Warrants, enter the house through the side door and walk up the stairs to the second floor (Allegations B and C). [redacted] rents the second floor of [redacted] to tenants. As the officers were walking away from [redacted], [redacted] saw the officers stop, frisk, and search an unidentified individual who is one of [redacted] Is second floor tenants (Allegations D-F).
