On May 10, 2015, at approximately 12:15 a.m., [redacted] was pulled over by PO Cleeford Franklin and Lieutenant Michael McKenzie of Patrol Borough Brooklyn North at the corner of Eldert Lane and Sutter Avenue in Brooklyn for talking on his cellphone. PO Franklin allegedly approached [redacted]s vehicle with his gun drawn (Allegation A). He asked [redacted] for his license and he ignored the request, so PO Franklin pulled him out of the car and placed him in handcuffs. [redacted] asked Lt. McKenzie for his name and Lt.
