Summary

On June 19, 2015, [redacted] was driving in his car with his friend [redacted] in the vicinity of Myrtle Avenue and Summerfield Street when he was pulled over by PO James Dick and PO Jack Dagnese of the 104th Precinct. [redacted] recognized and identified PO Dick from a prior interaction two weeks earlier. The officers asked the men to exit their car, at which time PO Dick frisked [redacted] (Allegation A) and PO Dagnese frisked [redacted] (Allegation B). [redacted] also alleged that he was searched by PO Dagnese (Allegation C).
