Description: On August 30, 2017, Stephon Pierre was unlawfully arrested by P.O. Jack Dagnese, P.O. Ivan Koval, Sgt. Nikolaos Stefopoulos, Det. David Luppino, and JOHN DOES 1-2 at 176 Schmidts Lane, Richmond County, NY. Pierre exited his building to enter his friend's vehicle who had parked outside. He entered the vehicle, spoke with his friend, then exited and returned to his building. The police officers entered his building and detained him while accusing him of purchasing narcotics.
