Summary

[redacted] alleged the following: PO Santana threatened to arrest and charge him with disorderly conduct (Allegation A). [redacted] retrieved his license from his wallet and his insurance card from his glove compartment. He placed both of them on his lap while he searched in his visor area for his registration. PO Santana reached in through the open window and grabbed his documents off of his lap (Allegations B and C). PO Santana issued him one summons for tinted windows and one for an obstructed license plate.
After [redacted] received the summonses, [redacted] drove to pick up his children at the house of their godmother, [redacted] which is located at [redacted] in Brooklyn. The entire way to [redacted] Is house, PO Santana was tailgating [redacted] parked his car, exited, and started walking toward the house. PO Santana turned on his lights and told him to get back in the car (Allegation D). [redacted] asked why, and PO Santana pushed his chest against [redacted] arm (Allegation E). PO Santana said, "Every time I see you, I am going to bang you out," which [redacted] interpreted to mean that PO Santana would continue to issue him summonses (Allegation F).
