Part of the following incident was captured on cell phone video (see Board Review #1) obtained from and recorded by the passenger of the vehicle, [redacted]
At approximately 10:18 a.m. on August 3, 2015, [redacted] was driving a white commercial box truck westbound on Manhattan Avenue between Norman Avenue and Nassau Avenue in Brooklyn. [redacted]s son, [redacted] was sitting in the front passenger's seat. As they drove, an unmarked police car pulled them over and an officer identified as PO Julia Nazim of the 94th Precinct approached. PO Nazim allegedly opened the front passenger's side door and requested identification from both civilians, stating that they were not wearing seatbelts. However, as that type of truck reportedly only had waist belts with no chest straps, both civilians reportedly showed her that they were in fact wearing seatbelts, causing her to return [redacted]s identification and walk away. As she returned to her car, [redacted] stuck his head out the door and yelled for PO Nazim to provide her information. Continuing to walk away, PO Nazim allegedly stated, "No," and dismissed the request by flapping her hand behind her (Allegation A). PO Nazim departed without issuing any summons or making any arrests, and she did not record this incident in her memo book (Allegation B).
