Summary

On September 9, 2015, around 10:00PM, [redacted] a self-employed pedicab driver, was parked opposite 250 West 50th Street in Manhattan. He had just found three customers and was about to drive away to their destination when he was stopped by PO Steven Fabb of the 18th Precinct. PO Fabb asked the passengers to leave and asked for [redacted] Is driver's license and pedicab license. After [redacted] provided his licenses, PO Fabb informed him that he was being stopped because his pedicab had a motor. [redacted] denied this, but PO Fabb issued him a summons for operating a motorized pedicab anyway (Board Review 02).
After PO Fabb handed [redacted] the summons, he told [redacted] "Next time, I'll give you more tickets" (Allegation A). [redacted] was released after taking the summons. Read report for details.
