Description: On November 30, 2013 Plaintiff, a licensed pedicab driver, was waiting for a customer outside of the Broadway theaters when an unnamed officer asked for his license and pedicab identification. Plaintiff provided them to the officer, who took his documentation and did not return. Approximately 1 hour later, having not seen the PO again, Plaintiff went to the 18th Precinct and discovered the officer who took his documentation there. Plaintiff was subsequently arrested for obstruction and was incarcerated for approximately 25 hours before receiving a straight ACD.
