On September 30, 2015, at approximately 10:30 a.m., [redacted] rode his bicycle along 2nd Avenue in Manhattan. Upon approaching East 44th Street, [redacted] was forced into a restricted convoy lane for the U.N. General Assembly in order to avoid being hit by a car.
