Summary

On November 8, 2015, [redacted] was celebrating his birthday at a club, located at West 48th Street and 7th Avenue in Manhattan, with [redacted] and a large group of friends, including [redacted] and [redacted]. At approximately 3:56 p.m., numerous individuals were leaving the clubs in the area and congregating outside. [redacted] was temporarily separated from [redacted], but he soon located her and began walking toward her.
Several officers arrived to the scene, including Sgt. Cameron, PO Gregory Dolan, PO David DeBlasio, all from the Midtown North Precinct, and PO Robert Backiel from the Midtown South Precinct. Sgt. Cameron allegedly told [redacted] something to the effect of "get the fuck over here" (Allegation A). PO Dolan placed [redacted] onto the hood of a nearby patrol car and then onto the ground (Allegation B), and unidentified officers allegedly used additional physical force against him (Allegation C). As [redacted] recorded the officers arresting [redacted] on her cell phone, PO Backiel knocked [redacted]s phone out of her hands (Allegation D). Sgt. Cameron allegedly said to [redacted] and [redacted] "Who the fuck does it look like I am? Get the fuck outta here" (Allegation E). [redacted] alleged that when she asked PO Backiel where [redacted] was being taken, he replied, "Fuck you." (Allegation F).
[redacted] was arrested for [redacted]. He was transported to the Midtown North Precinct stationhouse. Soon after, [redacted] arrived to the stationhouse and told an unidentified officer that she wanted to file a complaint about what had happened at the initial scene.
